Building Permits, Inspections and Code Enforcement are among the duties performed by employees with the city's Building Department. These activities are intended to protect the health, safety and welfare of residents. These figures also give residents a look the level of construction activity within the community. Below are the combined figures for July and August.

Code Enforcement

The City's Code Enforcement Officers respond to complaints made by residents, as well as violations they discover while out in the field. An aggressive code enforcement campaign helps the city maintain a nice appearance for homeowners, business owners and visitors to the city.

Number of violations in July and August: 1,224 - Violation types include high grass/weeds, junk vehicles, rodents, rubbish/debris, work done without a permit and sidewalk complaints.

Rental property inspections also help the city maintain its appearance.

An independent report from the Insurance Services Office, Inc (ISO), an insurer-supported organization that provides advisory insurance underwriting and rating information to insurers, gives good grades to the city's Building Code Enforcement efforts. 

"Building Code enforcement can have a major influence on the economic well-being of a municipality and the safety of its citizens," said Mary Van Haaren, director of Development, Public Works and Services for the City of Eastpointe. "Our Building Department has done its job to assure codes are enforced for the safety of our citizens as well as the structures."

Van Haaren said some of the benchmarks to assure accurate inspections include the city's approach to conducting the inspections. Inspectors utilize checklists to make sure nothing is overlooked. The code enforcement staff continually attends educational classes to assure a high level of knowledge regarding the codes and materials used, Van Haaren added.

The ISO report addresses strictly building codes, not blight or zoning violations.

There are three licensed building inspectors in the City of Eastpointe, with over 40 years of cumulative experience as state registered inspectors. The building department employs checks and balances to make sure inspections are conducted on permitted work, that building codes are followed and that a paper trail is maintained for the life of the building. Other areas of the city's on-going efforts that positively effect the rating include training in natural disaster and emergency operations. The city participates in code development activities through association with local inspection groups, and we continually fine tune our procedures to make sure no area is neglected.

The Building Department does not follow these procedures just so that the city will achieve a high rating with the Insurance Services Office, Van Haaren said.

"We do it because it’s the right thing to do, it is required by state law, and it is in the best interest of the community," Van Haaren added. "But as a result of all the attention to our building code programs, we positively effect the insurance premiums of our residents and that’s a good thing."
